BRC Investor Services S.A.

BRC Investor Services S.A. is a well-established, independent credit rating agency based in Bogota, Colombia. In May 2008, the agency became an affiliate of Moody's Investors Services pursuant to the signing of a Technical Assistance Agreement. BRCIS was established in 1988 with the support of Thomson BankWatch and began its operations the same year upon receipt of permanent licenses from the Colombian banking and securities commissions.

The president and chief executive officer of BRCIS is Rafael Gonzalez Guillen who, in association with the international rating agency Thomson BankWatch, initially organized the company as BankWatch Ratings de Colombia. In 2001, following the sale of Thomson BankWatch to a competitor, Mr. Gonzalez and a small group of local and international investors acquired all outstanding shares and renamed the company. The credentials of the new international partners, Messrs. Roy Weinberger and Mahesh Kotecha, were reviewed and accepted by the banking and securities commissions and they became, and remain today, permanent members of BRCIS´s Board of Directors and Ratings Committee.

Today BRC's BRCIS has about 25 full-time staff members including 15 professional analysts. Its market share in Colombia is 45% and its portfolio of ratings numbers about 250, representing a broad spectrum of enterprises and activities including real sector companies, banks and other financial institutions, investment funds, special purpose vehicles, infrastructure projects, and sub-sovereign entities such as states, municipalities and public sector enterprises. Types of ratings issued include those on long and short-term debt instruments, and those that measure a) overall issuer credit risk (i.e. issuer ratings); b) counterparty risk; and c) credit, market, administrative and operational risk of investment funds.

In 2005 BRCIS received recognition from the CGAP Fund of the Inter-American Development Bank. Through this recognition, the fees associated with ratings assigned by BRCIS to eligible microfinance institutions are substantially payable from the Fund.
